The first Congress of the Ninh Binh Provincial Party Organisation for the 2025-2030 term marked the beginning after the mergence of the three provinces of Ha Nam, Nam Dinh, Ninh Binh, and opened a new development vision: Building Ninh Binh into a centrally-run city.
